The concept of service level agreements (SLAs) emerged in IT operations as a way to set measurable expectations for uptime, response, and resolution. In software engineering, the same principles were adapted to workflows like code review.   • Measuring latency without accountability, allowing PRs to sit unreviewed while metrics remain green.
  • Incentivizing shallow reviews, where speed replaces substance.

Limitations of Review SLAs

SLAs improve predictability but do not solve structural workflow issues on their own. In particular, they may be ineffective when:

  • Reviewers are responsible for too many repos or projects.
  • PRs are too large to reasonably review within the SLA window.
  • Teams optimize response times but still fail to deliver useful feedback.
